The "925 F9" stamp is one I have not encountered before. While there is no official French silver hallmark to verify it, the dealer identified it as French, and the design is certainly very characteristic of the French aesthetic.
The exact age is unknown, but it likely dates to the 70s or 80s.
There are models by Tiffany that are very similar, but this is an unmarked, unknown piece.
